# How To Make It:
01 - Whisk together flour, cocoa powder, baking powder, and salt in a medium bowl.
02 - In a large bowl, blend sugar and vegetable oil until combined. Add eggs one at a time, beating well after each addition, then stir in vanilla extract.
03 - Gradually fold dry ingredients into the wet mixture until just combined; the dough will be sticky.
04 - Cover the dough with plastic wrap and refrigerate for at least one hour until firm.
05 - Preheat the oven to 350°F (175°C). Line two baking sheets with parchment paper.
06 - Scoop tablespoon-sized portions of dough and roll each into a ball. Generously coat each ball in powdered sugar.
